The CD4060BE from Texas Instruments is a 14-stage ripple-carry binary counter/divider and oscillator. It combines an internal oscillator (configurable for crystal or RC timing) with a 14-stage binary counter, providing frequency division from 2^4 (divide by 16) to 2^14 (divide by 16384). The oscillator section uses three inverters that can be configured with external components for crystal oscillation, RC oscillation, or simply as a buffer for an external clock. The master reset input clears all counter stages and disables the oscillator. Outputs Q4 through Q14 are available on pins (Q1-Q3 are internal-only). This combination of oscillator and counter makes the CD4060 ideal for generating long time delays from a single crystal, as a 32.768kHz crystal divided by 2^14 produces a 2Hz output.

The CD4060BE consists of an oscillator section and a 14-stage binary ripple counter. The oscillator section uses three CMOS inverters: two form the oscillator with external crystal or RC components, and the third acts as a buffer to the counter. In crystal mode, a 32.768kHz watch crystal with feedback resistors and load capacitors produces a stable frequency. In RC mode, the frequency is approximately f = 1/(2.2 x R x C). The oscillator output drives the 14-stage ripple counter, where each stage divides the frequency by 2. The counter advances on the falling edge of each stage. The master reset (active high) clears all flip-flops and disables the oscillator by forcing the first inverter output high. Outputs Q4-Q14 provide division ratios of 16, 32, 64, 128, 256, 512, 1024, 2048, 4096, 8192, and 16384 respectively.
