The MAX3232CDR from Texas Instruments is a 3V to 5.5V dual RS-232 transceiver with +/-15kV ESD protection. Compared to MAX232, it offers wider supply range, higher speed (250kbps), lower power (300uA), and needs only 0.1uF capacitors.

Internal charge pump (doubler + inverter) generates RS-232 level voltages from 3-5.5V supply. Drivers convert TTL/CMOS to +/-5.5V RS-232. Receivers convert RS-232 back to TTL/CMOS.
