The push-pull CMOS output stage uses complementary P-channel and N-channel transistors to actively drive the output to both VDD and VSS, unlike open-drain comparators that require an external pull-up resistor. The 600 nA quiescent current is achieved by operating the internal amplifier at very low bias currents, which limits the bandwidth and results in the 4 us propagation delay.
