The SRCLR (shift register clear) asynchronously clears the shift register. The OE (output enable) pin, when HIGH, puts the outputs in a high-impedance state. The Q7' output reflects the shift register bit 7, enabling cascading: Q7' of the first device connects to SER of the second device. Both devices share SRCLK and RCLK, so the entire chain updates together.
